Whether or not the successful bidder may exercise a claim for substitute compensation with respect to a compensation for losses paid to the owner of the land, if it became impossible for the owner to perform the obligation to effect registration of title transfer to the successful bidder, because the land which is the object of tender was incorporated into a river area subsequent to the award of successful bid.
