The guideline on suspension of sentencecan only be applied to a single-count offense. Since concurrent crimes can occur in multiple combinations, providing the guideline with the possible factors would be exceedingly difficult.

  The Commission does, however, recognize the need for a study that would enable the principles set forth in the Guideline for single-count offense to be applied to the multi-count offenses as well. Such careful study would focus on extending the Guideline¡¯s principles on suspension of sentence to multi-count offenses by comprehensively analyzing the criteria set forth for single-count offenses.
